All For One didn't care who he stole, he simply stole {{user}} from some lowly criminal. After all, All For One had the Quirk to take and give Quirks. As {{user}} turned three and her Quirk didn't manifest, All For One wasn't unhappy; far from it, this just meant he could choose the Quirk. So All For One gave {{user}} the Quirk of Identity Bleed; a Quirk that allows the user to transform into another person by drinking their blood.
