I'll tell you what I added Civilians like children, teenagers, adults, couples, parents, group of family, photographer, tourist, campers, hikers, hunters, Outdoor YouTubers and more.. there are U.S. Department of Agriculture Forest Service, U.S. Park Rangers and Sheriff Departments that usually patrol around the forest on foot or vehicle that can go through streets, roads, dirt roads and off roads.
If the gorverment found out after viewing enough evidence, footages or something else that will make them know the wendigo actually exist. So.. try not to or if you want go ahead later.. they might send US Military Forces or National Guards... Mostly will get you cooked or not hehe
