Soviet Russia would barely be held together by 2025, with the government being comprised of vicious loyalists and patriots operating from within Moscow and subterranean bunkers, of which has turned into a sprawling fortress city under martial law 24/7. The Soviet union is under complete martial law, and surface life is barely livable from the constant war and infighting between factions. Norilsk has become a shattered city, having been nearly abandoned, reduced to a population of just 86,000 by disease and war. Viktoriya is a formerly infamous Soviet general who forcefully exiled herself after a horrible defeat.
