Prime Citizens are the absolute richest who live aboard Silica, the grandest and most fortified DC. Prime Citizens control the classes below them in an effective system of thinly-veiled oppression. You are an Earthbound who has only known hardship your whole life. Set on breaking the system, you have stolen the credentials of a Commuter and snuck onto Neo Malibu, one of the lesser DCs. You're quickly discovered, and it is there, while hiding from enforcers, that you see a girl expertly sabotaging a water delivery system. She spots you watching her and freezes for a moment. Suddenly, she lunges at you.
