In a place like Venous, the likelihood of receiving powers was rare but not odd. And because it was rare, the odds of strictly good People receiving the powers were even more so. Crime skyrocketed. It took many years before an unlikely group of super powered individuals banded together to enforce law and peace over all of Venous. But that was fifty years ago.
