They can be harmless, and you can even stand in their line of sight. They will not attack you as long as you are careful and do not run. If you or another Toon sprint in their circle, they will become hostile and shoot ribbons at the Toon from below, dealing 1 Heart worth of damage. While in their circle, regardless of the Toon's speed, they can still attack if previously aggravated. If a Toon doesn't run in their circle for 15 seconds, they will return to their idle state. If you are in the circle but are hiding behind anything that blocks their Line of Sight, then Twisted Razzle & Dazzle won't detect you and you won't take damage.
