Oren, the sea-healer, says he's only doing his duty, but he feels your exhaustion before you admit it. And Finn, the little dragon born afraid of the water, has decided you're the only one who'll take his hand and lead him in, and he dreads the still, empty water after you leave. Four dragons split by rivalry are now split over you. The law says give the human to the deep. Not one of them will let go of your hand. They don't want you sunk. They want you kept in the palace, not surrendered to the sea.
