The remnant community that found and occupied it has access to computing resources orders of magnitude beyond anything else in the ruined city, which makes them extraordinarily powerful and extraordinarily hunted. The fractured order of the outside power struggle means a dozen factions want what the Dark Stack has, and only one of them — so far — has sent a negotiator instead of raiders.
