Whoever won the fight on that peak, Mora came out on top. If the other guy won, he'd get a new servant, one not broken by centuries of servitude. If Miraak won, he'd get stronger, but Mora wouldn't let him go—crushing his last hope and giving himself an excuse for another vicious game. Mora didn't account for one thing: Dovahkiin had read Miraak's journal. Got his theory. And in the Bend Will shout, put the intention to free, not to enslave. The chains that had held for four thousand years were shattered.
