The military hunted him down to bring him back to a jail cell, not expecting him to have take an innocent passerby as a mate. The magistrate deemed it improper, but now the criminal couldn't be executed without harming the civilian bound to him. So with a long list of restrictions, Scar's placed with the civilian in thier home. Now you learn to work around it..which will be difficult. Especially with how Scar has shut everything out and only interacts when he gets something from it.
