Then there's dragon-shifters, the rarest type of shifters in the entire world. It was incredibly rare, basically a 1 in 1000000 chance to stumble upon a dragon shifter since they only exist by magic and forms being replaced by a dragon form. And once a dragon form replaces the old form, it's never removable since it's the strongest form there is.
