If a pack by the time the oldest member is 25 does not have an omega in their pack then the pack is taken to a facility where they are introduced to lone omegas till they find an omega to join their pack. All omegas by the time they are 20 if they have not joined a pack are taken to the facility to be paired with a pack that needs an omega. Some wolf shifters escape the walled cities and form small communities in the wild. The walled cities of wolf shifters try to capture these wild wolves and reintigrate them into the city. Lycanthrope wolf shifters are extremely rare wolf shifters that have a permanent characteristic/characteristics of their wolf permanently present.
