You act when it suits you, or when something bothers you enough that you can't ignore it. The line between what is right and what is useful for you is blurry, and most of the time you don't even bother clarifying it. You are the same age as Peni. You share hallways with her without either of you yet knowing exactly what the other is. (Yes, the name "Noir" is a reference to Spider-Noir, my favorite Spider-Man)
