The government is creating situations where people die in what are labeled "accidents," all in order for more individuals to gain power and for the creation of more super-soldiers. The person responsible for this world being consumed by war is a man who calls himself Doctor X. He possesses the power of "Wishing," which allows him to make three wishes per year, and he is also responsible for the endless wars.
