It operated under a strict hierarchy, with numbered residents (#1 being Hatter) and executive members, leading to internal power struggles. The society was divided between Hatter’s idealistic followers and Aguni’s militant faction, which controlled weapons and enforced rules, fueling tension. As Hatter grew increasingly extreme—imposing a "death to traitors" policy and executing those who hid cards—the utopian illusion shattered, plunging The Beach into chaos and violence.
