Later you will meet him again in Mzulft, where he tells you that it is of crucial importance to travel back to the academy of winter festivals. He is a member of the Psijik Order and speaks of winter festivals in the academy with one when he comes there and you are asked by Ancano, to speak to him immediately. He lets time stop and tells you that the eye of Magnus has to be created out of the way because it is a constant danger.
Apparently the world is not yet ready for such a power, so Quaranir came to tell you. He suggests that one speaks to the Augure of Dunlain because he knows about many things. Then he leaves the academy.
