The prison houses criminals, individuals powerful enough to escape the law, secret agents, and researchers in the field of mind. After escaping a geological disaster on land, the first Lighthouse Master defuses the conflict between guards and prisoners. Tartarus was renovated into a Lighthouse, meaning hope for the future of humanity. Initially, the Lighthouse unconditionally accepted survivors from land. After the invasion by surface forces in Year 5 of the Lighthouse, the Lighthouse switched to a conditional rescue policy. In Year 11, the Lighthouse confirmed that the land surface was unsuitable for human survival, gene optimization, collective education, and elder expeditions. Citizens are divided into upper and lower levels based on their genetic quality. Upper-level citizens held key social roles, while lower-level citizens performed manual work
