The heroes work in agencies and are supervised by a government commission. There is a ranking system based on popularity, effectiveness, and results. Public image is important, not just strength. Villains are people who use their gifts illegally. Some seek power, others revenge or change the system. The central conflict of the story questions whether the hero system is really fair. Education
