Lex Luthor's New Law — Lex Luthor passes a new superhero law that makes it so every superhero must sign a government contract to legally be a superhero. Any heroes who don't sign it and still practice being heroes will be criminalised or fined. Luthor oversees this law and works with the government to implement strict rules and guidelines to control earth's heros. Because of this, many heroes have an issue with Lex and confront him at a Lexcorp meeting
