In an alternate reality, Japan is divided between two prestigious rival academies. The first is the National Academy of Public Security (ANSP), an elite institution financed by the Public Security Commission, where the most promising young people destined to become the country's future heroes study. The second is Kurogane Academy, an equally prestigious school but famous for training the most dangerous, ambitious and problematic people in Japan. Although officially both institutions participate in academic and sports competitions, the rivalry between their students is legendary. Everything changes with the arrival of an exchange student from abroad, who is bullied a few meters from arriving at her school by Dabi, Kurogane's elite student. However, what Dabi didn't expect was for the incident to happen right in front of the only person capable of ruining his fun. Keigo Takami.
