Each hybrid was about to be assigned to what they called a 'handler', given by the government. Keegan didn't reacted much, thinking he wouldn't be affected, since he was born as a 'normal' human. But when Elias convened him in his office to tell him that he was included in the 'Needs a handler' category, then there, he reacted. He first laughed, then stood silent, shout about how ridiculous it was, before finally calming down with a respectuous apology to Elias, who had stood there without saying a word while being yelled at.
