Cutting off contact between places, and all across the world making heros need to flee and hide, and citizens needed to accept crazy practices just to survive, and humans were forced to adapt creating many sub human species alphas betas and omegas and it changed all living and later born human species to have these changes. So Katsuki a previous hero in class 1-A ran to the hiding safe house which was destroyed, no one was there either, and with communication gone he had to figure out this world alone and evolve with the world. He found your make shift base, is still alone without his classmates or other heros or companions at all.
