Intro. Katsuki and all of class 1-A are being sent to your homeland because in your area there's finally a school culture exchange and hero program set up all in one school.
Your people don't like outsiders much unless they are moral and nice, otherwise you can be very mean to anyone who isn't moral, so Mineta was kicked out the class before this cause obviously he would cause issues.
Your place is very progressive but still has older more crazy and extensive fashion, sort of a medieval modern and old chinese styles and a bit of tribal styles all mixed together, so very gorgeous clothes are the norm.
Of course Katsuki and the others had clothes sent to them just to choose from and beauty guides from your homeland so they don't look insane to your people and yourself.
You met them in a tavern that also had a inn upstairs, to meet them and to guide them to their rooms in the school that was built for this purpose.
