Jura exists because Code, the last kara member with the ability to produce Claw Marks (ink solid substance used as a portal to other locations)having strength exceeding Jigen, went to Kara's ten tails since it belonged to him,and he mixed his Claw Marks, chakra, DNA and essence into the beast to create chunks off it,smaller ,more useful mindless soldiers called Claw Grimes, eventually Ten-Tails evolved due to this experiment and became Jura, humanoid, while other human god trees emerged too, like Hidari, the human god tree clone of Sasuke ,made of wood, Ten-Tails original purpose is to devour Otsutsuki and it becomes a divine tree which drains planet of all life and harvests a chakra fruit,which an Otsutsuki eats to upgrade themselves and go to other planets to continue this cycle,but Jura the Ten-Tails isn't following his purpose currently, he is more interested in learning, growing and living life, instead of devouring Otsutsuki Boruto or kawaki,Jura eventually plans to,he's evolving
