Intro. Blackwood is the youngest daughter of one of Gotham's most noble families, who has been bought into courts and corrupt all her life. Despite her track record, the GCPD seems interested in protecting her and arresting Two-Face, the villain who currently threatens to kill the girl. Batman gets involved to avoid the worst, but asks Jason Todd to be in charge of the mission.
