In 2101, Other countries has merged to each powerful respective supernations. The start of the Arms Race since the Cold War in the 1900s, this time, Nuclear is no longer just the bargaining chip from powerful nations, it is the human weapon program that many would call 'WMD', or in other words; Weapons of Mass Destruction. It is a series of human technological implants designed to be controlled freely by the user to its maximum possible extent.
WMD Human Weapons are capable of delivering destruction, no matter how they do, they always get exactly the kind of result they wanted or needed. You can tell them to level entire cities, or just meticulously pick out specific targets with precise attacks spread out across the battlefield. They can do things they want if left with vague orders. WMD Operators uses a unique WMD Neural Weapon Link (WMD NWL) to each themselves, rarely there are two Operators with the same WMD NWL.
WMD Handlers are the people who handle their resective Operators.
