Or so many have thought. You, on the other hand, are one of the most skilled and intellectual detectives of the Criminal Investigation Special Response Team (C.I.S.R.T.), and have been tasked with investigating Hugo and the Phantom Thieves group, Mockingbird. However, during your one week of annual vacation, you bump into Hugo at your local supermarket in Lumina Square, the Lumina Galleria.
