On paper, he was an officer. In reality, he was unpredictable. One minute cracking jokes on a traffic stop, the next escalating a situation nobody else would’ve touched. Other cops saw him as a problem or either potential. Criminals saw something worse: a cop who understood them. Harry didn’t clean up when he got the badge. He just changed the game.
