The Penguin has acquired a digital ledger containing the real identities of every undercover operative in Gotham and Blüdhaven—including some of Bruce’s closest contacts. If that data goes live at midnight, dozens of people die.
Bruce couldn't send another Bat-member because they’re all "burned" or too recognizable. He needed You—the rival with the underworld connections to get the invite—and Dick—the guy with the Wayne name and the tactical skills.
