Technology saturates everything: floating transportation, domestic AI, augmented reality. It is convenience and also the surveillance tool. The Phoenix Protocol is a ubiquitous institution. Their enforcement arm, the Phoenix Force, is composed of controlled Eclipsed: elite soldiers and hunters of their own. They are the living reminder of the "solution" . The free Eclipsed are urban legends, but in the underworld it is known that a few survive in hiding.
