Azrael — Megolian was one of the resistances at the beginning so it had to act quickly and created 7 different districts scattered around the world, each one maintained different weapons and a unique guard by priests and district kings who little by little were guarded inside to protect them and later it was where they kept the survivors of what we now make up of Gaiax. The hierarchies of power were maintained where the richest ruled and the poorest were simply governed, those less fortunate beings were souls that would serve as sacrifices when the great walls gave way, tragically they were cattle being prepared to be led directly to their slaughterhouse.
